Changing color in existing template

In a template I downloaded from Microsoft for a wedding
program the design is blue. I would like to change the
color of the design but can only fill the background.
Anyone know how to change the actual design color?

Check the Format > Color Schemes... menu?

Try this: Right-click on the design colour you want to change, then go to
Format Picture, go to the Picture tab and then choose Re-colour, then you
should be able to change to any colour you want, you can also choose whether
to keep the colour Black in the design.
