Changing resource availability after assigning resource to task in a fixed work project

We are working with MS Project Server 2003.
The project type is fixed work.
We would like to assign resources to development tasks 85% of their
time, in order to leave time for support and maintenance.
We are looking for a way to do this without having to re-assign all
the resources.
The problem is that if the resource is already assigned to a task then
changing it's availability (max units in the resource pool) has no
effect on rescheduling the task or on it's duration.
Also, if I change the resource's working time (add a day off) the
tasks that the resource is already assigned to do not change, and are
not effected by the time off.

What can I do to avoid the need to de-allocate and re-allocate all
resouces to all the tasks?
