Changing work Times

As a project manager, how can I change working times for a resource?
I go to TOOLS>CHANGE WORKING TIME....I click on the resource and it gives me
an error that I dont have the right permission.

If you are using Project Server 2002 or 2003, you cannot change the working
time for resources unless you are a Project Server administrator. To do so,
the Project Server must check out the resource in the Enterprise Resource
Pool, double-click the resource, select the Working Time tab, and enter the
nonworking time on the resource's calendar. Hope this helps.
