I need to make a chart in powerpoint and i am not permitted to import from
excel. How do i show standard deviation bars that have my own custom stdev
values at each x-point on a chart within a powerpoint slide?

Unfortunately, PPT charts can't really do custom error bars. You have to use
Excel for this functionality.

Since you can't import Excel charts, you might want to look into the Stock
Chart in PPT. East is the error bar high, west is the error bar low, and
north is the data point itself. Right-click the North data series and choose
Format/Chart. Select a column chart. That will create columns from the north
data and leave the high/low bars as bars. You can format those separately to
add T-caps and change color and width if you want.
