Check server health & more

I'm having trouble publishing my site. The advice I
rec'd from my web host said, "'Recalculate hyperlinks'
and 'check server health' should fix this problem." Are
these activities I should do, or are they server-level
activities?

Also, supports suggests, "re-publish your site as if it
was the first time (FrontPage use to default to the FTP
protocol if FP extensions did not exist on the server.
Then it stayed in FTP mode even though FP extension were
installed)." I can't get better clarification about
this. I haven't attempted to upload using FTPf or a
week, but do I need to delete the files from the web then
republish?

Please help!

These are activities you should do, unless the host has
restricted them.

Check the remote site URL that the Publish comman is
using, It should begin with http:// and not ftp://.
