Close up short last line

The document has to be set flush both, and what would be a short last line is
spread out so much it is unreadable.

Any way to get only that last line flush left?

If the text is formatted as ordinary Justified (Ctrl+J) it will behave as you
want. What you describe is the behavior of text that is Distributed
(Ctrl+Shift+J).

Try putting the cursor anywhere in the paragraph and pressing Ctrl+J.

Press the enter key at the end of the last line and it will not justifiy the
short line.
