Comments in word

I am working on an employee handbook for distribution to some non-Word savy
people. Fields need to be completed - I was going transform the document to
a fill-in form, however, in several places the editor has put several
descriptive paragraphs of what information is to be completed, or has just
made comments to the people completing the document. The text is too long to
put in a fill-in field help box or in the default text box. Any suggestions
on how I can transform this document into an easy to fill out form which
would include the editor's notes?

Is there some reason you can't put this explanatory text in as is, as static
text?

Currently it is static text- however they are notes that the user has to
delete. Some of the users are not familiar with Word or any word processing
program (I know it's hard to believe, but they're dentists) so I wanted to
make this as easy as possible so there is no accidential deletion of text.
