Commercial Printing Problem

We're creating labels for mass production, and when we tell Publisher to
save for commercial printing, it's compressing the graphics from 300 to
72dpi. We also need to output the publication in CYMK and layers . Is
publisher able to do this? Or are we going to have to move to an Adobe
product? We have Publisher 2003.
