Yes, provided they weren't originally created with the Publisher 98 Beta.

No, incorrect.

Publisher 98 files can be opened in all newer versions of Publisher.

Publisher 98 BETA files (i.e. files originally created in the
pre-release BETA version of Publisher 98) are not.

(The file format changed between beta and release, apparently.)

The only thing that may not come through correctly would be Word Art if
opening a '98 file with 2000 or newer. There's a Word Art converter on the
Microsoft website to correct that.
