computer that has a place for CDs but my computer wont let me in d

Someone gave me a old computer that has been rebuilt. It has a place to put
CD_roms but my computer says it does not have one or it is defected. How can
I fix this problem. Also it has programs for the internet but it wont let me
use them I have tried to use my phone to get through but no luck. Please
someone help me.
