Conditional formatting and icon sets

I'm trying to do something I thought would be very simple: I would
like to conditionally use a built-in icon set based on a drop-list
applied to a range of cells. The drop-list is to ensure the user
enters valid data.

For example, my drop list contains the values Yes, No, and Skip. If
the user selects Yes, I want a check mark in a green circle to be
displayed in that cell, an X in a red circle for No, and an
exclamation point in an amber circle for Skip. For some reason, when
I select values from the drop-down, the cell displays the selected
value and not the appropriate icon. I can get this to work fine using
numbers when I change the Type field in the rule description from
Formula to Number, but I'm obviously missing something when I use
text.
