connection to the server

I have been getting "A connection to the server could not
be established" in Outlook. My ISP says it is an Outlook
or PC problem. I also get alot of "Page cannot be
displayed" when I am at Internet Explorer, which makes me
beleive it is a ISP problem.
Has anyone ever had the same problem?
