contact list appearance in "to" window not same as in "contacts"wi

Windows XP, Outlook 2003, the contacts that appear in the "name" column after
clicking "to" in an email do not have the commas in my last name first order
that appears in my "contacts" list. How do I get the comma to appear in the
"to" list? Thanks,

Wrong. No such option exists.
Perhaps you are confused with the Contacts Folder.
I asked you about the Outlook Address Book:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change. >
