Contact list as default folder

Open a new mail message
select the "to" option
I have multiple contact folders. How do I make a particular folder the
default contact folder?

Open the Address Book > Tools > Options...

Then what? There is no option in contacts that addresses my question.

It's right in front of you: Show this address list first.
If you don't see the folder you want then you haven't even configured the
Outlook Address Book yet.
