Converting .gif

I have a state map showing counties that is a gif. I am wanting to ungroup
this so I can color code the different counties. Is there anyway to convert
a gif to a picutre so I can ungroup?

Gif files cannot be ungrouped and edited in powerpoint.

You need either clip-art or some 'vector' graphics that can be un-grouped.
