Copy; Paste; Paste Special are disabled

The Copy, Paste, Paste Special features are not available in the menu bar or
in the shortcut menu (right click). However, they are available on the icon
menu and (except for paste special) Ctrl X, Ctrl C, and Ctrl V all work.

How can I get the selections back in the menu list?
