Copy Publisher document to Word

First, Publisher doesn't Save As Excel spreadsheets but word documents.

To save it as a Word document, Go to file > Save As > File Type Word
Document > Save > Check to see if it is a word document.

Why not print as a PDF? There are many free converters around. This way your
formatting will be retained and just about everyone can open it.

You could save it as a .jpg and insert it into your Word doc.
