Creating a border around a grouped object

I have a map of the U.S. with states grouped into 3 regions and am trying to create a border around the each grouped object but when a line appears around each and every state, instead of on the outside of the grouped objects. How would I be able to create a border? Any advice would be appreciated.

Bill Dilworth

You could fake it by making a copy of the grouped object, coloring it black
and enlarging it slightly, then placing this object behind the other. The
black object would overhang just a little on all sides (if you position it
correctly) and would appear to be a border.

Thanks for the reply. I am surprised that there isn't an easier way to create a border and will keep your advice in mind.

One more possibility: Draw a line with the freehand tool along the borders
of each grouped object and group this line with the states.
