Creating folders

What is the best way to create a set of subfolders in a Public folder area?
A sample of the tree is given below.

Public Folders
-All Public Folders
--Project
---Client Name
----Job Number
-----New Folder 1
-----New Folder 2
-----...
--Proposals
---Client Name
----Job Number
-----New Folder 1
-----New Folder 2
-----...

What would be supplied by the user is the Client Name, Job Number, and
whether it is a Project or a Proposal. The New Folders would be
standardized. Any ideas?
