Creating Macro in Excel that communicates with Outlook

Do you know if you can set up a macro within Excel that
can work along with Outlook? For example - we have many
action lists which require items to be completed by a
specified date, by specified individuals. If a macro
could be set up, we would want it to send an email to the
individual who needs to complete the action before a
specified date. Can this be done?
