cursor jumping from start to end of page

Hi

outlook 2003

when i start outlook, the new page appears, ready for me to input text with
the cursor flashing, but if I press ENTER to take me to the new line, the
cursor jumps to the end of the page, how do I correct this?

I also have two identical toolbars on the outlook interface, why? and what
do I do?
