Cursor not going to right place

In Outlook 2003, when I hit reply in an email, the cursor
does not automatically go to the text part of the email.
How do I set this up?

It should go into the message body... Where is it going?

It is going into the address line or upper part of email.
I want it to go into the message body. Have you seen this
before?
