custom tab settings not saving correctly-reverting to default

I have changed the default tab setting to .15 for a publisher file. When I
save and reopen the file the tab settings have defaulted back to program
default settings.

How do I ensure that the custom settings stay with the file upon reopen? I
am having this file printed offsite and I don't want to have them edit the
file.
