Date driven task

I would like to lock the end date for a task.
So if a resource applies less time than they were assign it will show them
over allocated after the updates are applied but not move the finish date.
Or if they apply more hours than they were assigned it will show them
underallocated and not move the finish date.

Is there a way to do this?

My environment tends to be more date driven intstead of resource driven.
In my environment we evaluate budget or scope before moving finish dates.

Yes. Make your task a Fixed Duration Task (on the advanced tab of the
task information dialog)

This will give you what you want.

Just pay close attention to the Units value for the resource on these
tasks.

I have always found it easier for me to set a Deadline date (it then
draws a marker on the desired finish date) then as I update Actual work
the finish date either slips past the deadline or moves before it. This
gives me the flexibility of having my task finish early yet still makes
it clear visually if the task has slipped past the date (An indicator
will appear in the indicators column telling me that the finish date
has slipped past the deadline date). I have found the Fixed Duration
task type in situations like this to sometimes hide the overallocation
from some users that are not watching closely.

But everyone has to do the thing that works best for them.
