Default Outlook 2003 Accounts

I have my laptop on a SBS2003 Domain that has exchange 2000 but is not
configured for internet email

I have Outlook configured on my laptop with a POP account and an Exchange
Account. I can change the default to the POP account but whenever I restart
or logon the Exchange account is set as the default.

Is there a way to change this behavior and make the POP account default
'stick'
