Default picture frame size

I want to set a default picture frame size, but the "Apply settings to new objects" checkbox in the format picture option is greyed out

You can't do that with picture frames.

So if I wanted to get all my Picture Frames the same size I would just have to copy and paste them!
Is there an option to get the picture to fit the frame (so the picture goes to the size of each frame)?

You can insert a picture into an AutoShape. So for example, if you draw
a rectangle to your preferred size, then right click on the rectangle,
go to Format AutoShape > Fill Color > Change Fill Color > Fill Effects
Picture Tab > Select Picture.
