Deploying toolbars with Global Enterprise

Hi all,

I encountered unexpected behavior of the toolbars while
deploying custom toolbars, by putting them in the global
enterprise.

It seems that simply adding a custom toolbar to the global
enterprise, reset the position of all the toolbars in the
project professional environment.

For example, the standard toolbar is set under the
Formatting toolbar - on "offline" MS Project environment,
it's usually the contrary -, and any custom toolbar set
under them. Every time the global enterprise is modified
and whatever modifications the user has made on his MSP
Professional environment, these settings come back.

So its quite impossible to deploy an enterprise user-
friendly environment.

In the french version of the software, I even have a
duplicate drawing toolbar coming out of nowhere and
deploying among the user environments. We completely re-
installed a project server and tested this issue several
times to be sure it wasn't an error of manipulation.

Has anyone encountered the same problems ?
Is there any solution ?
