how to display a directory list from a button (or other control), so that
users can download files?

One method:
Set the folder to allow directory browsing - use website control panel
or ask your host.
Remove any default pages from the folder - index.htm, index.html,
default.htm etc.
Link to the folder.

If your host has directory listing enabled just make a hyperlink to the folder
as in: http://www.yoursitename.com/foldername/
