Division Chief and their view of projects

I only want division chiefs to see the projects in which their resources
manage. For some reason division chiefs can see projects in which their
resources have tasks assigned to them, also.

In the My Organization category I have checked:
Allow users in this category to view all projects they manage. and
Allow users in this category to view all projects managed by resources that
they manage

Is there a reason why division cheifs are seeing projects they are not
supposed to?

The reason my division chief could see a project in a different division was
because I published the project for the project manager. Even though the
project manager is the owner of the tasks in the project, I was still the
publisher which let my division chief see the project. After I republished
the project plan under the project manager, my division chief can no longer
see the project.
