Do I have to have publisher to download a publisher template?

I want to download a publisher template from Microsoft office online and I do
not have publisher. Do I have to have publisher to use this template, or can
I just use it on word?

No, Publisher templates are exclusively for use with Publisher.

Word templates are for use with Word.

You might try using the free Serif PagePlus SE from
www.freeserifsoftware.com if you want a layout application - Word is far
from suitable for this purpose.
