Do not check spelling or grammar - unable to change default

I have two computers with this issue. I would like the default for new
messages in Outlook to have "Do not check spelling or grammar" deselected.
Each time I create a new message, I have to go into Tools > Language > Set
Language > deselect the option > click default > OK. The next message I open
I have to do the same thing ... it always reverts back to "Do not check
spelling or grammar" being selected.
Is there a registry edit or something that is holding this info?
I have reinstalled Office, am a local admin on the machine, Word as Editor,
HTML setting... ...

Any advice would be appreciated.
