i know there are a lot of software packages that you can purchase to aid
document control i.e. chek out a document change the revision and check it
back in but i wondered is there an Access (2003) template i could use or any
help on creating one

Access does not do what I believe you are think of. Access is a
relational database. You can track changes but not like 'checking out &
checking in' that the other software does.
