Does Visio 2007 support group layer management?

In Visio 2003, can several layers can be given a group name? Can I
recall the name and change the settings of all layers in the group?

I believe as of Visio 2002, group layer management was not
supported.

An this be done via script?

It is/was never supported.
Yes, it can be done via script, but beware that a Layer with the same name
may have different index numbers on different pages in the same document.
