Exactly how do I edit the link? Sorry if its a dumb question but I typically
use Adobe, but some at our company use publisher so I m trying to be flexible
with all around web knowledge.

Doesn't it automatically link it beginning with http:// how do you think
the"file" word got there?

Unless I misunderstood, you have a link on a website that when you click on
it, a PDF file is to download and open. If this is the case, your webmaster
(you?) needs to edit the website page, gather the link word/s or image,
select Insert, Hyperlink which opens and shows you the link address. Here
is where you write the path to the PDF file.
