download file link....

I want to create a link that allows the user to download a zip file
from my web site. Is this functionality available with Publisher?

The fact that you use Publisher is irrelevant in what kind of file your
links point to.
A hyperlink can link to any kind of file, a file is a file.
Upload the zip file (or pdf, or doc, or mp3, etc. ) to your server and make
the link to it's URL.
