Drawing Arrows

I am unable to draw arows from the Drawing Toolbar--they are grayed out. I
have turned off the option to automatically insert a canvas but that didn't
help.

What version of Word are you in?

Is this a document/form that has been locked
for form entry only?

Can you use the arrow tool in a new blank document?

Sorry for the lack of info.
Word 2003.
No, I cannot even use the arrows even on a new blank document. I have been
in "playing" around (desperation) and found that I could use the arrows in
the AutoShapes menu work fine. I cannot figure out why the arrow selection
button doesn't work.
