Is there a way to have two page orientations in one Publisher document. In
Word you can insert a section break. In Publisher 2002, there is an insert
section, but it affects the whole document, not just the page you insert the
new section into.

To insert a section break mid-publication, you need to check "Begin a
section with this page"

You cannot, however, specify different page orientations for different
sections.
You will need to group everything on the page that needs to be in the other
orientation and rotate it through 90°
