Eliminating pop-up tags on emails sent from Publisher

I am searching for a way to eliminate the Popup that occurs on the email that
is sent from Publisher using File --> Send Email --> as message. The text
in the pop-up tag is the first text on the page. If I edit the HTML on the
sent message and change the title tag to "" then it goes away. How do I keep
it from being created in the first place when I send an email?
