Email stuck in outbox Outlook 97

I have a client that has a stuck email message stuck in
the outbox. I need to know who to take care of this. They
use Outlook 97 and a Pop3 server.

Are they on dial up possibly trying to send a large
attachment. Also have they opened the email in the
outbox? If it's marked as being opened it will no send.
