Email to Cellphone without knowing carrier

Using xp and Office 08...

Is there a way to send an email or SMS to a cell phone without knowing the
cell phone carrier that would work both with Outlook 08 and just a normal
email sent?

The analogy is internet fax...you can sent an email (that includes the fax
number) and without knowing anything else about the fax, the service (for a
fee) handles delivery.

I would like to find the same type of thing, that I could send an email with
the cell phone number and the service (for a fee) handles delivery. I know I
can send an email to a cell phone if I know the carrier, and their particular
email (i.e. (e-mail address removed)), but you normally don't know the
carrier.

It would also be nice if it integrated to Outlook 2007 (but it does not have
to).

Any ideas?

you can SMS to any phone that has text messaging enabled. you will need an
SMS addin.
