Enterprise Resource cannot be checked out at the moment

When trying to change user permissions in PWA, after I
click "Save changes" I get the following VBScript error:

"The enterprise resource cannot be checked out at the
moment. Please try it again later."


I've tried it with the resource checked out, not checked
out, logged in as myself (an administrator), logged in as
the administrator, and on and on...

Also, in PWA, under "Resources" the checked out status
shows correctly, but when I try to edit the resource
info, the form loads blank.

I could change this user account before adding it to the
enterprise resource pool, but now that it is added I
can't change permissions in PWA.
Other user accounts that have not been added yet into the
pool save changes just fine.

Any thoughts?
