Error 1706 when attempting to export Contacts to Excel

When I attempt to export my contacts to Excel or as
a "CSV" file, I get an error message stating that the
Translator is not installed. I put my disk in to find
the file and did not find it on my disk. I searched
Microsoft.com and found no download.
