Error 25090 - Over and over and over

I have read previous threads on this issue, but they dont work for me. I
formated my computer awhile ago, got this error, tried everything and then
reformated. As of last week everything was fine. I downloaded a (legal)
program and all of a sudden I get this office Error 25090. (AGAIN).

This is what I got and this is what I did..
Error 25090. Office setup encountered a problem with the office source
engine, system error: -2147023843. Please

open c:\program files\microsoft office\office11\1033\setup.chm and look for
"office source engine" for

information on how to resolve this problem.

THEN I GET ANOTHER FILE BOX POPUP...

MICROSOFT OFFICE WORD 11.0
An error occured and this feature is no longer functioning properly. Please
run setup and select REPAIR... to resotre this application.

I install cd again and click on REPAIR option as it advised me to do.

I repair and reboot.

I try to download latest updates for office family, one item at a time, but
it tells me I can not update since there is a problem.??

I check the knowledge base and ran into this:
CAUSE
This behavior occurs when the following conditions are true: • Two people
installed Office 2003 on the same computer. (ITS ONLY ME AND I ONLY INSTALLED
IT ONCE)

• Both installations were completed by using the AllUsers="" parameter to
set the installation for the installing user account only. ( I DONT KNOW WHAT
THIS MEANS, AGAIN, I ONLY INSTALLED IT ONCE. INSERT DISK, INSTALL - IT NEVER
ASKED ME UNDER WHAT SETTINGS TO INTALL IT UNDER-EX. GUEST, OR ADMIN,ETC.)

• When both people were prompted to remove files that were copied locally at
the end of Setup, both people did not remove the files.
• One of the two people removed Office 2003.
(AGAIN, JUST ME)

RESOLUTION
To resolve this behavior, start the Setup program for Office 2003. To do
this, follow these steps: 1. Insert the

Microsoft Office 2003 CD in your CD drive or DVD drive.
2. If the Setup program does not start automatically, locate the Setup.exe
file on the CD, and then double-click the file to start Setup.
3. After the Setup window appears, cancel Setup, and then respond to the
prompts to exit Setup.
Note You do not have to complete the Setup program. Setup fixes the error
condition when it is first invoked. (THIS DOES NOT WORK). STILL GET THE SAME
ERROR NEXT TIME I RELOAD)..

any other suggestions out there. I thought someone told me at one time that
if its a set up issue, microsoft will help the person through email or phone
for no cost. is this true? if so, how do I find that number. Im finding
OFFICE 2003 more hassle then its worth. PLEASE, any help would be
appreicated.
