Error - File too large to be saved in earlier versions

I have an 8 page file that includes a WMF file that's
21megs. Publisher will not save the file and produces the
following error:

" This publication contains a picture that is too large
to be saved in earlier versions of Publisher. This
picture will be saved as an empty picture frame when
Publisher saves the file in an earlier version. "

I have saved the file as a jpg, when printing it gets
distorted, tried as a pic file, still got the error
message.

Any help is greatly appreciated.

I've tried to save the file in different file formats,
eps, jpg, tif, wmf - It all comes back with the same
error, " Picture is too big " - I need it at HiRez for
output.

In what application was the WMF created? Do you have Corel Draw?

A WMF is a vector format, but it is also an RGB format. It can be very
frustrating to work with WMF files. I usinly bring them into Corel Draw and
correct them and reexport at eps.

Mac there is zilch/nada/nothing/bugger all wrong with WMF. Go to bed and
sleep on it.
EPS is a bloody nightmare in the wrong place, and this is the wrong place.

What resolution is it? I cannot think of many instances where it would
need to be more than 300 dpi.
