Error Opening Outlook

I recieve an error when opening Outlook 2002 that reads,
MICROSOFT OUTLOOK IS NOT INSTALLED FOR THE CURRENT USER.
It than shuts down and you have to restart it. the second
time it opens up fine. Any idea why it does this? This is
running on a Microsoft XP platform. I am signing on as
the administrator.
