Error, unable to connect to incoming server

I can't not receive mail from my server. I've contacted
my internet provider and they said it was a software
problem. Every time I changed my advanced settings and
then log off of Outlook they change back to what they
were when I go back into Outlook. Any advice?

You probably have some anti-virus software that is changing your settings.
Turn it off and see if that helps.
