Error when trying to rename a project

I hope someone can help. I have a user (who is an administrator on Project
Server) who is trying to rename a project. But when he runs the
ProjRename.exe file, clicks Login, and checks the "Trusted Connection" box
and clicks Ok, he gets a "An unexpected error has occured on the server.
Please contact your administrator" error.

I can run the ProjRename file the same way and it works fine. I've looked
in the Event Viewer for clues both on the server and on the user's pc but
have found nothing of significance.

Does anyone know why he's getting this?
