Every line statrting with a Capital Letter

What controls this setting, I have looked through settings
and can't seem to find a reason why one user's email is
starting every line with a Capital letter.

Assuming you're using Word as your mail editor, when a new
message is open, go to Tools -> AutoCorrect Options...

Or

In Outlook's main interface, go to Tools -> Spelling tab ->
AutoCorrect Options.
