Exceptions to RBS in PS 2007

We have implemented a lite RBS (single layer) with our instance that
basically silos each organization within my company. I have the
settings for Category associated with Project Managers set to
-The User is the resource
-They are members of a Project Team on a project owned by the User
-They are descendants of the User via RBS
-They have the same RBS value as the User
So, a PM in Org 1 has access to all resources in Org 1. But we have
one set of resources (currently 150 employees and will grow) in one of
our Orgs that needs to be available to be added as resources to any
Org's plans.
Is there a way to do this while keeping my RBS intact? One thought I
had was to include all 150 of the employees to a category and have all
PMs assigned to a group that includes the category. Would there be
another way to do it as this will require the category to be manually
maintained?

You can get a little too caught up in the EPM security model and
create a high maintenance activity. It seems to me you either have
resource managers or team leaders who add resources to a plan. This
invevitably will prove a bottle neck for the PM, or you give access to
the PM to all resources so he can physically add them to his plan and
ensure he complies with underlying resourcing processes.(in which case
RBS is not an issue)

Your correct in that the only "technical" approach (without changing the RBS
structure) would be to maintain a category manually
