Expand/Collapse Not Working

In just one file in Project 2000, the "-" next to summaries does not collapse
the summary, and the "+", "-" and Show button is grayed out. Why? How can I
get these features to work?

Check to see that the file is sorted correctly. Try sorting by ID and see if
it fixes it.
